Traill Regional Water Supply Project Traill Rural Water District, the Cities of Mayville and Hillsboro have spent years in study and negotiations to form a partnership that will enable this group to share equally in the construction of a regional water delivery and treatment system. The goals are to secure a dependable water supply and treatment system that will meet today’s and tomorrow’s requirements. Investigation and Aquifer Test Reports have been finalized. Based on the Aquifer Test Report it was determined that the additional water required for a regional water supply project would be available in the Galesburg Aquifer. As a result, TRWD has completed the required paperwork and has submitted a Water Permit Application requesting the additional water appropriations to provide raw water for TRWD, Hillsboro, and Mayville. It is anticipated that the new water permit will be approved in the next several weeks. In addition to the Water Permit Application, Advanced Engineering and Environmental Service, Inc. (AE2S) has recently completed the Final Feasibility Report. Based on the recommendations of the Feasibility Report the regional system would involve the phased development of one major water supply in the Galesburg Aquifer and the phased construction of a new regional water treatment plant or plants for TRWD, Hillsboro, and Mayville. The phased approach will facilitate the construction of new infrastructure on an as-needed basis and as funding becomes available. The recommended phasing plan of the regional project is as follows: Phase 1 - Wellfield Development and Raw Water Transmission Pipeline Installation to Mayville; Phase 2 - TWRD Distribution System Improvements; Phase 3 – Construction of the Regional Water Treatment Plants. Upon review and approval from TRWD, AE2S has submitted the report to the State Water Commission (SWC) and Garrison Diversion Conservancy District (GDCD) for approval of continued Municipal, Rural and Industrial (MR&I) Program funding for final design and construction of the Regional Water Supply Project. Senator Byron Dorgan informed Traill Rural Water District, that congress has passed and the President signed into law the Fiscal Year 2008 Consolidated Appropriation Act, included in this Act is $984,000.00 for the Traill Regional Water Supply Project. It is anticipated that additional funding from MR&I for the initial construction of Phase 1 could be approved soon and construction would begin in the fall of 2008. TRWD is currently working with the City of Mayville to finalize the Joint Powers Agreement that would regulate the operation of this portion of the project. The City of Hillsboro is also currently involved in the Joint Powers Agreement negotiations and considering other options that the city needs to evaluate prior to proceeding. One option that Traill Rural Water has proposed to the Cities of Mayville and Hillsboro is for each of the cities to own and operate a treatment plant and the Rural Water System would receive treated soft water back from both cities to supply all of the rural system needs. The Rural Water System would own and operate the raw water supply and distributions to the two plants. The City of Mayville has a modern treatment plant that could be updated to a Reverse Osmosis treatment process and the City of Hillsboro is in need of a new water treatment plant at this time. Sharing these costs between the three entities and receiving Grant monies for this project would make it feasible and a financial benefit for all three entities. During phase two of the proposed project, TRWD will be increasing capacity to the Cities of Galesburg, Grandin, Hillsboro’s Airport and Industrial Park, rural users west of Grandin and south of Galesburg and various other rural areas. TRWD will also be replacing many water lines that are installed across river beds, where the river banks are eroding. During phase three of the proposed project, by receiving treated water from the two towns (Mayville and Hillsboro) and making some changes in the rural water system’s pumping plan, we could eliminate some of the TRWD’s existing pumping stations, and totally eliminate our existing water treatment plant. TRWD plans to install several large “truck filling” stations, to eliminate high flow stress on the rural system during the spring and summer spray season and to aid the agriculture chemical applicators in filling their trucks faster and more efficiently. The Regional Water System would also be compatible with the Red River Water Supply System that is currently being studied as a drought emergency supply to eastern North Dakota.
